Important Information: Changes to the Scheme for Norwegian Goods in Transit (NVIT) from 31 March 2026

As of 31 March 2026, the temporary scheme for Norwegian Goods in Transit (NVIT) will be discontinued. This entails changes to the declaration requirements for consignments where both the place of departure and the place of destination are in Norway, but where the transport route passes through Sweden or Finland. The change follows from the Transit Convention to which Norway is a signatory.
What is changing?
After 31 March 2026, it will no longer be permitted to use the collective commodity code 54.02.53 for such consignments.
Instead, each goods item must be declared with:
• The correct six-digit HS commodity code
• A standard commercial description of the goods
• Net weight
• Gross weight
• Packaging information (type of package, number of packages and markings)
The Norwegian Customs Authority has clarified that complete and accurate goods information must be submitted at item level.
What does this mean in practice?
For companies currently using the NVIT scheme, this may require:
• More detailed product information in internal systems
• Adjustments to order processing and documentation routines
• Closer coordination between sales, warehouse and customs functions
It is important that the goods submitted information is accurate and sufficiently detailed to ensure smooth declaration and avoid delays.
NTEX recommends that affected customers:
• Identify which consignments are currently covered by NVIT
• Ensure that the correct six-digit HS code is registered per goods item
• Verify that detailed product descriptions and weight information are available
• Review internal routines for information flow to the carrier/freight forwarder
